But why can't I load a gif file before the next ice age happens?

When browsing around I often see stuff loading at glacial rates, and didn't check - so I was very surprised today to see that my download speed was maxed out.

ISP's can throttle speeds on different websites and certain filetypes very easily these days, can't they? I'm pretty sure they can.

Speed tests may not be worth the pixels they are written in anymore...

Its speed is up to the server you are downloading-uploading it.
The server has to process it. Hosting companies don't like gif files.

They are relatively reliable because they are downloading-uploading standard files.
If there is a big demand from testers when you do your testing they throttle your test.
